Workforce modernisation review
The project issues
Avon and Somerset Constabulary wanted support to map, analyse and re-engineer processes for a workforce modernisation programme as part of a national programme led by the National Policing Improvement Agency. AMQIS Consortium, led by IPF in partnership with Socitm Consulting and Amtec, was asked to provide expertise in business process mapping and analysis.
The Socitm Consulting solution
We began the project by producing process maps of existing processes in the Force CID (HQ) of Avon and Somerset Constabulary. We analysed these processes under the following four themes: capability, capacity, efficiency and workforce modernisation.
We used our analysis as the basis to produce re-engineered processes to deliver improvements in efficiency and effectiveness. Most of our recommendations came under the theme of workforce modernisation, and included recommendations to redeploy responsibilities from uniformed to civilian staff.
Our recommendations were presented to the project board, which will use them in combination with internal research as a basis for the implementation of a workforce modernisation programme.
The benefits to the client
By providing independent expertise in business process mapping and re-engineering, we and our partners were able to assist senior management at Avon and Somerset Constabulary in establishing a comprehensive understanding of the organisation’s existing internal processes. This will provide the basis for the development of a workforce modernisation programme able to improve staff skills, deliver efficiencies and improve the effectiveness of Avon and Somerset Constabulary services to the public.
