Priority Service Outcomes review
The project issues
The ODPM’s Priority Outcomes (PSO) consist of Required, Good and Excellent categories. Middlesbrough Borough Council (MBC) recognised that the existing technology infrastructure and tools were incapable of meeting the PSOs.
MBC’s e-Government Programme identified projects to deliver the ODPM’s Priority Outcomes and IT Services, managed by HBS, was tasked with producing the PSO Achievement Plan, outlining the technology, resources and an overall plan to meet these targets.
Middlesbrough required a review of their initial PSO plan to ensure primary elements had been considered before moving on to the implementation phase.
The Socitm Consulting solution
The engagement provided a review of core programme documents and recommendations on how to improve the plan. This included guidance on available national resources to assist with plan development. Key areas included recommendations on overall plan development and improvement as well as the selection process for key technologies and technology partners, including integration strategy and change management implications.
The benefits to the client
The independent review should provide clearer guidance on the issues involved and additional information that should be considered as part of the PSO Plan. This should enable the construction of a more detailed plan with clear timelines and responsibilities for the delivery of Priority Outcomes within MBC.
