The project issues
Following more than one aborted project to move from their traditional mainframe payroll system, the authority was anxious to ensure that they achieved the desired result.

The existing mainframe system had a definite final date due to an ending lease and the age of the system.

From the outset, it was recognised that the new HR/Payroll system represented more than just a simple investment in new technology. Modern software would enable a transformation of business processes, at both the operational and the strategic level. However, the overall robustness of the preferred solution would depend not just on the functionality or the technical capacity of the software, but also on the deliverability of the whole change package including the specific benefits which will be available to the organisation – particularly in respect of strategic HR management and performance.

The Socitm Consulting solution
Advising on, and contributing to, the EU Procurement process:

Stage 1: OJEC Advert and Pre-Qualification Questionnaire (PQQ).
Stage 2: Invitation to Tender (ITT) and evaluation of tenders received
Stage 3: Commercial and contract negotiation with suppliers, leading to evaluation of Best and Final Offer (BAFO) and preferred supplier recommendation.

We facilitated the work groups and agreed the SoR, along with the evaluation methodology to be used for the PQQ and ITT. We attended the supplier presentations and site visits and were involved with the evaluation, recommendations, and contract negotiations.

The benefits to the client
SCC had produced a detailed Business Case which laid the foundation for the project. The Business Case identified both cashable and non cashable savings. The confidential report recommending the supplier identified benefits which will be delivered to the organisation – particularly in respect of strategic HR management and performance.
