Procurement of Highways Schemes system

The project issues
Somerset County Council’s Highway Schemes system had been provided and managed by an external supplier. The Council wanted to bring management of the system in house in order to ensure its data was processed effectively and confidentially. Socitm Consulting was asked to assist the Council in procuring a system best able to meet the Council’s requirements.

The Socitm Consulting solution
We worked with the ICT Analyst to establish the system specifications, which gained the approval of the Highways project board. We then assisted the Highways departmental team in managing a procurement process to EU standards, which included producing an Invitation to Tender and Pre Qualification Questionnaire and the appointment of the supplier.

The benefits to the client
The Council was able to draw on our expertise in ICT systems procurement and thereby add expert validation and guidance to the work of its ICT Analyst. The procurement exercise was a team effort in which our consultant helped ensure the selection process was robust and focussed.
