Pre-requisites for change

We have identified five key actions which will enable the council of the future to save money – as much as 10-20% of revenue costs – and at the same time improve customer service:

Reducing the cost base

In tough times, the frequent recourse of hard-pressed management in local authorities is to top-slice departmental budgets, perhaps with some ring-fencing of sensitive areas. The problem with this is it impacts morale across the organisation, puts customers on the look-out for falls in service quality, and above all focuses staff attention on maintaining services as they are.

Learning

In an effort to make “Learning” more focused on the specific needs of our membership, we have reviewed our course offerings and launched a completely new programme for the next 12 months. The new programme offers a wider range of course, at more locations, and with more detail provided on each, to help you judge better who to nominate for the course, and the likely benefits to be achieved from it.

Smart working - big savings

Flexible working is an opportunity to work differently, more effectively and leaner - and to make big savings by adopting a radically different approach. Achieving it across the organisation is a major leadership challenge. In short you need to think in a radically different way about how you work, then do it.

Home and mobile working strategy

Wyre Forest District Council has a fully integrated strategy for rationalising Council office space, supporting home and mobile working and implementing Information Management best practice following a comprehensive review by Socitm Consulting. The Council’s primary consideration is moving to a single site operation, as the savings in real estate running costs will be considerable. With our support, the Council has a strategy that is executable around a single site, but which is adaptive if multiple sites are retained. Its implementation will realise significant efficiency gains for the Council and contribute to more effective delivery of customer services.

The London Borough of Bromley has a business case for implementing mobile and flexible working following expert support from Socitm Consulting. We developed a mobile and flexible working business case that included the impact on the Council’s accommodation strategy, a Service Cost Benefit Analysis and the technological requirements and ICT implications. As a result, the Council has a detailed analysis of the costs and benefits of implementing mobile and flexible working, and the tools to analyse and develop further efficiency gains in the future.
