Review of IT organisation structures

Socitm Consulting was appointed by the City of York Council (CYC) to review existing IT technology, structures and governance arrangements. Our remit was to identify a more efficient and cost effective service. In addition, a planned move to the new corporate centre headquarters in the future needed consideration, as this would place additional pressure on the already overstretched IT department.

 

ICT management structure review

South Gloucestershire Council

The project issues
The Head of IT decided that the management structure of the ICT department needed to be reviewed. The structure had been largely unchanged since the Council was formed ten years ago, and with the loss of the internal Housing Service to an ALMO, the department is facing major budget cuts.

The Head of IT commissioned Socitm Consulting to consider the issues, cite modern practice and case studies and make appropriate recommendations for the way forward.

Guidance on ICT management review

Following a recent Council restructuring the Head of ICT wished to have some advice and guidance in preparation for an ICT management review. The specific requirement was some guidance regarding the preparation of a business case to support the management review. The advice required was generally around the areas of span of control, allocated responsibilities, customer service and technical services management.

Devolved-centralised review and BV critical friend

Portsmouth City Council

The project issues
Portsmouth City Council is in the process of implementing a new council-wide organisational structure, 'Moving Towards Excellence'. PCC is moving from a large number of individual departments to Strategic Directorates – four covering front line services, one covering all resources and one to address overall strategy and 'hot' cross-service strategic and change management priorities.

ICT Services delivery review

Penwith District Council now has a clear strategic action plan for improving its ICT Services delivery as a result of expert support from Socitm Consulting. By undertaking an ICT Services strategic review, we were able to advise the Council on how an improvement in ICT Service delivery would help achieve an Excellent rating in the next Comprehensive Performance Assessment (CPA).

With extensive experience of best practice in website roles and responsibilities, Socitm Consulting provided detailed recommendations for a staff and management structure that would enable effective delivery of a customer services-focused website now and in the future.
