Recruitment and e-government support

South Bedfordshire District Council

The project issues
The Improvement and Development Agency secured funding from the ODPM for capacity support to South Bedfordshire's e government programme, including recruitment of an e-government Programme Manager, a Knowledge Manager and an Intranet development officer. Additional recruitment assistance was given in the appointment of an interim Head of IT.

During initial investigations it was apparent that additional help with e-government issues would assist the Council in their implementation.

Technical Manager recruitment support

The project issues
Scarborough Borough Council wished to recruit a Technical Manager.

They required a consultant with technical expertise to challenge the candidates' knowledge in certain areas such as Novell networking.

The Socitm Consulting solution
We reviewed material provided by the Council on the scope of the post including IT Section structure, Tech Manager's Person Spec and Job Description and a PowerPoint presentation of the Council's current infrastructure and a proposed plan for moving it forward.

Recruitment survey

Lichfield District Council

The project issues
Following an unsuccessful recruitment campaign the Council commissioned Socitm Consulting to conduct a telephone survey and recruitment exercise to ascertain whether any existing Local Authority Heads of IT or their subordinates knew of, were interested in or had any comments to make, about the post at Lichfield District Council.

The Council needed to fill the vacant post for a manager of IT Strategy and the E-Government programme or to determine the criteria required to make the post more attractive to potential candidates.

ICT Manager role evaluation

Kettering Borough Council
Kettering Borough Council sought independent and expert advice from Socitm Consulting on the remuneration, roles and responsibilities of the post of ICT Manager. The Council has strengthened its senior-level recruitment and retention policies in accordance with best practice guidelines and ensured formal recognition for the work and organisational position of the ICT Manager.

Bedfordshire County Council

The project issues
The Improvement and Development Agency secured funding from the ODPM for capacity support to Bedfordshire's e government programme, including recruitment of an e-government Programme Delivery Manager and recruitment of a consultant to liaise between the County Council and Bedfordshire's e-government Consortium.

They wanted to ensure the two positions were recruited to provide the extra support to the Council but without putting any greater pressure on the existing staff.
