Review of IT organisation structures

Socitm Consulting was appointed by the City of York Council (CYC) to review existing IT technology, structures and governance arrangements. Our remit was to identify a more efficient and cost effective service. In addition, a planned move to the new corporate centre headquarters in the future needed consideration, as this would place additional pressure on the already overstretched IT department.

 

Regional disaster recovery strategic review

West Yorkshire Heads of IT

The project issues
The Heads of IT in seven public authorities in West Yorkshire jointly commissioned a major strategic review to assess and benchmark the current status of IT Disaster Recovery Planning in the region. Our responsibilities included the production of an influential report which highlighted the strategic options for developing joint capabilities to achieve regional resilience.

Document management strategy

Wakefield Metropolitan District Council

The project issues
As part of its wider e-government strategy the Council was deploying the Comino Document Management System (Comino DMS). Hitherto the Comino DMS has been deployed as a series of service-based solutions driven by ITC through the Resources directorate. The Council was now seeking to drive through a strategy for the corporate-wide deployment of the Comino DMS to include a methodology for the effective realisation of the benefits that the Council expected to achieve.

Technical Manager recruitment support

The project issues
Scarborough Borough Council wished to recruit a Technical Manager.

They required a consultant with technical expertise to challenge the candidates' knowledge in certain areas such as Novell networking.

The Socitm Consulting solution
We reviewed material provided by the Council on the scope of the post including IT Section structure, Tech Manager's Person Spec and Job Description and a PowerPoint presentation of the Council's current infrastructure and a proposed plan for moving it forward.

Real-time booking and mobile working

The Council needed to implement the programme for e-Government in respect of Real-Time Booking and Mobile Working for Priority Outcomes. The provision of ISU monies enabled the Council to free up internal resources by using Socitm Consulting to manage and monitor those projects.

e-Government implementation

The project issues
The Council in developing a programme for the implementation of e-Government and the delivery of Priority Outcomes recognised that in order to implement their programme they would need additional resources. The Council succeeded in obtaining funding from the ODPM via the I&DeA to assist with programme management with the overall objective of ensuring the successful implementation of their action plans.

The project issues
Socitm Consulting won a competitive bid to conduct a review of ICT use at the Harrogate International Centre (HIC), with a view to creating a set of recommendations for a long term ICT strategy. Our brief was to identify the key area findings and the recommended steps required to create the strategy.

West Yorkshire Child Protection System (WYCPS)

The project issues
FAME (Framework for Multi-Agency Environments) is an ODPM National Project which aims to help local authorities share and integrate information across traditional systems and services in order to provide better customer service, particularly single point access to multiple services.

Information Sharing Pilot Project

The project issues
ISA (Information Sharing and Assessment) is one of 6 linked strands of work that make up 'The Co-ordinating Children's Services Programme'. The ISA strand includes what was IRT (Identification, Referral and Tracking) and the now largely completed work of 10 IRT Trailblazers (15 local authorities in total) who were tasked with developing and testing new approaches to information sharing and multi-agency working.
