All too often, business process improvement (BPI) and Lean Systems approaches focus on the manual processes of a council - on the forms that are used internally, on the approval and other stages that contrbute to the process, but fail to recognise that appropriate applicatin of ICT can make a considerable difference to the achievement of the outcomes that the process seeks to deliver. As an example, for many smaller councils, handling the calls relating to missed bins and collection of waste can be a major activity. In response, they try to find ways of making the handling of such calls as efficient as possible. But some councils have sought to use ICT more cleverly, by providing on-line visibility of the locations of the waste collection vehicles - so as to remove many of the contacts for missed bins which arise when the vehicle is smply running late. They have also set up simple web-based reporting mechanisms that give immediate confrmation that the bin will be collected.
The message here is that there is little point in applying lean systems thinking to processes in the council unless these are going to influence how ICT is used to best effect.
