Building schools for the future
BSF is the largest programme that most LEAs are currently undertaking. BSF is intended to transform education and that transformation process needs an integrated approach to implement:
- New, effective methods of teaching and learning in schools, community facilities and pupils’ homes
- Working co-operatively in partnership with other schools nationally and internationally
- Enabled by the innovative use of ICT for teaching, learning and administration
- Based around new and refurbished schools
- With flexible, multi use teaching, learning and community spaces
- Open for extended hours
- Available for the use of the community
- Co-located with other LEA, health, government, higher education and community services
- Supported by robust, flexible, expandable ICT infrastructure
- Delivered by multidisciplinary partnerships involving both public and private sector organisations.
This is some challenge, particularly for a LEA which has not yet embraced the concepts embedded in the Council of the Future model. Traditional functionally-based organisations can struggle to cope with the multidisciplinary working required by BSF, especially when programme and project teams will involve the senior suppliers as full members. No one in the multifunctional team should have a veto based on their professional expertise. Their professionalism may be acknowledged, but nonetheless they must create a consensus in the team for their preferred course of action.
How can these problems be prevented and overcome?
Project team members, whether LEA employees, LEP partners or consultants, should be more than functional specialists. They need two or more areas or expertise and experience. Our consultants include ex Chief Officers who have run large ICT departments; ICT consultants who have been teachers; Business managers who have managed Facilities Management services and contracts; Procurement specialist with profound knowledge and commitment to the green agenda; Transformation consultants who are both ICT and HR specialists etc.
