Project and programme management are essential tools for achieving the Council of the Future - because the process of transition involves many related and interdependent steps.
Whilst you can buy in project and programme management resource, a programme of change of the magnitude needed for achieving the Council of the Future is best managed internally. External consultants can help, on a skills transfer basis, or to share the load of project management.
Within the council, there needs to be an agreed methodology for project management - usually Prince II or some near variant of it (some councils develop a cut-down version of Prince II), and a programme support office within the council to coordinate project management activities.
