Willingness to change
"Understanding the implications of change, awareness of the risks and how to manage them, utter conviction that the outcome is worth the journey"
Possibly one of the biggest barriers to change in the public sector is its risk aversion. Many chief executives are reluctant to embark on a major programme of change unless they can be convinced that the outcome is certain, and is beneficial to the council and to its citizens. At the present time, no single council has implemented every component of the Council of the Future - though nearly every council in the UK has implemented some parts of it. For those that have made the steps, and have demonstrated the benefits, the evidence is there for others to see. We will shortly be publishing a list of outcomes from councils that we know have embarked on the transition to the Council of the Future, so as to build a portfolio of evidence to encourage others to make the change.
